Gary E. Brooks is Counsel in Simpson Thacher’s Registered Funds Practice. Based in the Firm’s Washington, D.C. office, Gary focuses his practice on the investment management industry, primarily working with registered investment companies (including open-end and closed-end funds) and business development companies, their investment advisers and boards on a wide range of transactional, regulatory, compliance and securities law matters. He has extensive experience advising asset management firms on the formation and operation of investment funds across the various types of registered fund structures, including open-end funds, interval funds, tender offer funds, listed closed-end funds, business development companies, and exchange-traded funds. His experience also includes advising clients regarding the regulation and registration of broker-dealers and other financial service providers.
Prior to joining Simpson Thacher, Gary was an associate at another large international law firm in its registered funds practice.
Gary received his J.D. from the University of Pennsylvania Carey Law School, where he was Production Editor for the University of Pennsylvania Journal of Business Law. He also received his Certificate in Business Economics and Public Policy from the Wharton School of the University of Pennsylvania and his B.S. in International Business from the Robert H. Smith School of Business at the University of Maryland.
