Simpson Thacher Elects Five New Partners

Simpson Thacher & Bartlett LLP announced last week that it has elected five attorneys as members of the Firm effective January 1, 2009. The new partners are: Ian Barratt (Corporate-London), Joshua A. Levine (Litigation-NY), Shaolin Luo (Corporate-Beijing), Nancy L. Mehlman (Tax-NY) and Sinead O’Shea (Corporate-London).

IAN BARRATT is a member of the Firm’s corporate department in the London office. His practice focuses on banking, credit and acquisition finance. Mr. Barratt received his Diploma in Legal Practice from the Oxford Institute of Legal Practice in 1998 and his LL.B. in 1997 from the University of Exeter in London. He joined the Firm in 2003.

JOSHUA A. LEVINE is a member of the Firm’s litigation department in the New York office. His practice focuses on government investigations, regulatory enforcement proceedings and internal investigations. Mr. Levine received his J.D., cum laude, from The University of Michigan Law School in 1995, where he was elected to the Order of the Coif, and received his A.B., with distinction, from Cornell University. Prior to joining the Firm in 2007, Mr. Levine served for more than seven years as an Assistant United States Attorney in the Southern District of New York, where he held a number of supervisory positions and was a member of the Securities and Commodities Fraud Task Force.

SHAOLIN LUO is a member of the Firm’s corporate department and is based in Beijing. His practice focuses on mergers and acquisitions, foreign direct investment, private equity and securities transactions. Mr. Luo received his LL.B. from Fudan University School of Law in 1995 and an LL.M. from the New York University School of Law. He received his China CPA Qualification in 1998. Prior to joining the Firm, Mr. Luo was a partner at Fangda Partners in Beijing. He joined Simpson Thacher in 2006.

NANCY L. MEHLMAN is a member of the Firm’s tax department and is based in the New York office. Her practice focuses on tax issues in a broad range of transactions, including mergers and acquisitions, joint ventures and formations of private equity funds. Ms. Mehlman received an LL.M. in 2002 and her J.D. in 1999 from the New York University School of Law, cum laude, where she was also a Florence Allen Scholar. She received her B.A. from Williams College in 1991. Ms. Mehlman joined the Firm in 1999.

SINEAD O’SHEA is a member of the Firm’s corporate department and is currently based in the London office. She will relocate to the Firm’s Hong Kong office. Her practice focuses on banking, credit and acquisition finance. Ms. O’Shea received her LL.M. in 1996 and her Bachelor of Civil Law in 1994 from the University College Cork in Ireland. Ms. O’Shea joined the Firm in 2002.
